Cover the web crate in the lint CI gate

The lint job ran `cargo clippy --all-features --all-targets` and
`cargo doc --no-deps --all-features` from the workspace root, which
in a non-virtual workspace targets only the root package — so the
`equiconc-web` crate was never lint-checked. A broken intra-doc link
in `web/src/app.rs` (an unqualified `[\`WorkerHandle\`]` referring to
`crate::worker_handle::WorkerHandle`) had been silently passing CI.

Add `--workspace` to the three lint invocations so both crates are
covered, and qualify the doc link so `cargo doc -D warnings` is clean.
