Release 0.3.0

Highlights since 0.2.0:

- New optional log-objective trust-region solver path
  (`SolverObjective::Log`), often dramatically faster on stiff systems
  with strong binding or asymmetric `c⁰`. Default remains
  `SolverObjective::Linear` so existing callers see no behavior change.
- New `coffee-cli` binary, gated on the feature of the same name, that
  parses NUPACK-style `.con`/`.ocx` testcase pairs and emits per-species
  agreement diagnostics against COFFEE.
- Vendored COFFEE replaced with a pinned `cgevans/coffee` git
  dev-dependency; the published crate is now BSD-3-Clause-only and ships
  no Apache-2.0 source.
- CI hardening: `lint` (fmt + clippy + rustdoc), `cargo-deny` (license
  allow-list, RustSec advisories, source restrictions), `tests-matrix`
  (Linux 3.10 / Linux 3.13t / macOS / Windows), `concurrency:
  cancel-in-progress` for PR runs, and a Dependabot config covering
  Cargo, GitHub Actions, and uv. Wheel/sdist and crates.io publish jobs
  now require all of these to pass.
