Add cargo-deny license check on the runtime dependency tree

Enforces a small SPDX allow-list (MIT, Apache-2.0,
Apache-2.0 WITH LLVM-exception, BSD-3-Clause, Unicode-3.0) against the
runtime dep tree of the published crate. Dev-dependencies are excluded
via [graph] exclude-dev so the COFFEE git dep, criterion, proptest, and
the long tail of dev-only license variants don't constrain the policy
(they ship in neither the crate tarball nor the wheel). Resolves with
all features so the python and coffee-cli optional trees are covered.

- deny.toml at the repo root.
- New cargo-deny job in builds.yml using EmbarkStudios/cargo-deny-action,
  running in parallel with tests.
- `just deny` target so local devs run the same check.
- Changelog entry.
