cruft: update

Regenerate from Wiswa template.

- Sync `.wiswa.jsonnet` with hand-written additions: register the
  `remove-trailing-commas` script and the `tomlkit` runtime
  dependency so future regens are idempotent.
- Bump dependency floors in `pyproject.toml`: `mypy>=1.20.1`,
  `ruff==0.15.11`, `ty>=0.0.31`, `niquests>=3.18.6`,
  `pathspec>=1.0.4`, `tomlkit>=0.14.0`, `pygithub>=2.9.1`.
- Pin `cspell` to `^9.8.0` in `package.json` to match the template's
  pinned major.
- Update agent docs (`release.md`, `wiswa-sync.md`) and refresh
  `.pre-commit-config.yaml` (`ruff-pre-commit` to `v0.15.12`),
  `.prettierignore` (ignore `*.min.js`), `.vscode/dictionary.txt`,
  and `CITATION.cff` release date.
- Add `man` to the sdist build target and tighten `tool.yapfignore`
  patterns.
- Refresh `uv.lock` and `yarn.lock`.
