fix: 更新時間取得を WebDriverWait ベースに変更しタイミング問題を解消

ページ遷移後、更新時間要素 (//div[@id="item-info"]//p[@color="secondary"]) が
React で遅延レンダリングされる前に find_element が呼ばれ NoSuchElementException
が発生するケースがあった。wait.until で要素出現を待機するように修正。
