Revert "ci: grant administration:write so configure-pages can enable Pages"

This reverts both the administration:write permission and the
enablement: true flag. Auto-enabling Pages via GITHUB_TOKEN is not
possible — administration is not a valid GITHUB_TOKEN permission
scope, and only a repo admin can flip Pages back on once disabled.
Restoring the original workflow; Pages must be re-enabled manually
at repo Settings > Pages > Source: GitHub Actions.
