ci: auto-enable GitHub Pages in deploy-playground workflow

Pass enablement: true to actions/configure-pages so the workflow
re-enables Pages if it has been disabled on the repo. The job already
has pages: write permission, so the GITHUB_TOKEN can do this itself —
this prevents the deploy from failing with "Get Pages site failed" on
repos where Pages was turned off after the last successful deploy.
