fix: enforce utf-8 encoding for CLI output to prevent Windows charmap errors

This resolves an issue where the CLI would crash with a UnicodeEncodeError on Windows systems using cp1252 default console encoding when outputting humanized URLs containing Cyrillic or other non-ASCII characters. It also includes an error handler to gracefully print \x escapes if the terminal cannot render the character.
