feat(3.0.0)!: add url_humanize and bump minimum Python to 3.10

- Add url_humanize() and url-normalize --humanize (-H) to convert normalized URLs to a readable display format while preserving normalization round-trips (#4).
- BREAKING: Drop support for Python < 3.10.
- Modernize codebase to use Python 3.9+ features (e.g., str.removeprefix in param_allowlist.py).
- Update project metadata:
  - Bump version to 3.0.0.
  - Use SPDX format for license field to fix setuptools deprecation warnings (#39).
  - Add explicit Python version classifiers for 3.10 through 3.14.
- Update CI and development tool configurations (Ruff, Mypy) to target Python 3.10.
- Synchronize uv.lock with updated project dependencies.
