Improve system prompt ERMrest filter guidance

  Add rule 8 directing the LLM to prefer any()/all() set-membership syntax
  over ::regexp:: when filtering by a known set of exact values. Include
  a worked correct/wrong example to reinforce the preference. Only
  ::regexp:: / ::ciregexp:: remain appropriate for genuine pattern matching.

  Also remove the duplicate inline image rule (already covered in rule 4B)
