docs: mark repository as deprecated in favour of core-libs (#200)

The @dcl/urn-resolver package has been migrated into the
decentraland/core-libs monorepo and will be published from there
going forward. Add a prominent deprecation banner to the README
pointing consumers and contributors to the new location.

The npm package name is unchanged, so consumers do not need to
update their dependencies.
