Support Literal types in container element types

List[Literal[...]] and Dict[K, Literal[...]] are now valid structured
config annotations. Also fixes a bug where Literal[1, True] would
incorrectly reject True depending on element ordering, by replacing the
two-pass index+type check with a single-pass type-and-value loop.
