ci: add Docker image build jobs to master merge workflow (#1220)

The on_merge_build_test workflow was missing the build-image matrix that
on_pr_build already runs. Because CircleCI builds the source branch head
rather than the merge commit, the PR build alone cannot guarantee the
merged result builds correctly. Adding the full Java × Node matrix
(11/17/21/23 × 20/22/24) here ensures Docker image builds are verified
after merge, catching integration issues the PR workflow may miss.
