Implement scrolling node status page (#803)

* Implement scrolling node status page

Render the node status page from gateway node details, scroll taller content in a gateway-owned framebuffer, and restart the scroll when the page is re-entered. Also serialize display transfers so page updates and scroll frames cannot interleave on the modem transport.

* Refine scrolling node status page

Adjust the scrolling node status page interaction and formatting: add leading/trailing scroll padding, tune the scroll cadence, switch timestamps to local locale-style formatting, hide key hints, and make the 60 second banner restore stop scrolling cleanly before sending the banner.
