dart-test.yml: drop --host-vmservice-port (flutter run only)

Prior run confirmed via `flutter test --help` that
--host-vmservice-port is not a flutter test flag — the full option
list shows --dds-port and --[no-]dds but nothing for VM Service.
Flutter errored at startup:

  Could not find an option named "--host-vmservice-port".

Keep --dds-port for determinism but drop the rejected flag. Let the
SIMLOG capture (added in the same patch) show us what the sim-side
app is printing during the attach-wait window — that's the only
remaining observability we haven't had.
