docs(plan): rootless gen:Space nanopubs act as their own root

Relaxes the 'must have gen:hasRootDefinition' rule for backwards
compatibility: a gen:Space nanopub without that triple is treated as its
own root, producing a per-declaration space ref. npa:rootNanopub always
present (defaulting to <thisNP> in the rootless case); root-detection
rule unchanged. Nanodash can default to earliest/latest space ref per
Space IRI during transition.
