ci: drop minio test variants from pull workflow

The testWithMinio matrix entry and the coveralls minio setup have been
recurring sources of flakes on pull request CI and do not gate merge
value. Remove the matrix entry, the 'Test (with minio)' step, and the
minio bootstrap inside the Coverage job; coverage still runs against
the standard test set.
