bump Dart package to 0.4.0

Minor bump: introduces the import + promote API
(Wallet:importPrivateKey / Wallet:importMnemonic / Wallet:promote)
plus the Ethereum mainnet RPC freshness picker.

Shipping with the iOS integration test in a known-flaky state — the
hang is at "Waiting for VM Service port to be available" before any
test starts (Flutter + iOS sim mDNS race), and is independent of the
libwallet code under test. test-android + test-host validate the
new endpoints end-to-end.
