dart-test.yml: propagate ldflags to test-host/test-ios/test-android

The integration test asserts versionInfo().gitTag is non-empty as a
"the ldflag mechanism actually works" smoke test — but I forgot to
add the same ldflag plumbing to dart-test.yml that already lives in
build.yml. CI test binaries shipped with empty gitTag, the assertion
failed, the test was skipped on Android (different test order).

Mirror the Compute libwallet ldflags step into all three jobs and
pass $LIBWALLET_LDFLAGS into every go build / go build -buildmode=
invocation in the test workflow. Now the assertion is meaningful
across CI as well.
