publish-dart: install BOTH Flutter and Dart SDKs; bump to 0.3.29

v0.3.28 dropped dart-lang/setup-dart in favor of subosito/flutter-action
to satisfy the new Flutter SDK requirement. But Flutter's bundled Dart
SDK doesn't run the OIDC ↔ pub.dev credential setup that
dart-lang/setup-dart does, so `dart pub publish --force` hung waiting
for an interactive auth flow that the GitHub runner has no terminal to
provide (>30 min before cancel).

Install both: flutter-action first for the Flutter SDK, then setup-dart
so its Dart binary takes precedence on PATH and its credentials are the
active ones at publish time.
