test: skip AES-encrypted ZIP iterator test on x64-windows-static

The `with-password.zip` fixture uses WinZip AES (method 99). vcpkg's
`x64-windows-static` libarchive build lacks the AES crypto backend at
runtime, so `iterate_archive_with_password` fails only on that triplet
while the dynamic `x64-windows` build decrypts it correctly.
