feat: add admin PUT/DELETE /places/:place_id/featured endpoints (#833)

* fix: stabilize createPlaceFromDefaultPlaces test against live positions

* feat: add admin PUT/DELETE /places/:place_id/featured endpoints

- PUT /places/:place_id/featured adds the featured category
- DELETE /places/:place_id/featured removes the featured category
- Both require PLACES_ADMIN_AUTH_TOKEN bearer token
- Writes sync place_categories table and places.categories array
- No-op when the state already matches the requested operation
- Prevents duplicate inserts with ON CONFLICT DO NOTHING

* refactor: featured endpoints toggle highlighted field via single handler

* refactor: split featured handler into featurePlace/unfeaturePlace
