fix(bb_ota_pull): bounded retry on background-check TLS/HTTP errors (#72)

v0.11.5 added retry for the OTA download handshake but not the periodic
check that fetches GitHub release metadata. Single TLS handshake flakes
there still surfaced as "background check failed" and prevented the
device from reporting an update-available state until the next cycle.

Mirror the download-side pattern: 3 attempts with 2s/4s backoff, reinit
the http client per attempt since its state is dirty after a failed open.
