chore: document SCHEMA_PURGE_MAX_AGE_DAYS and read it at startup

Hoist the SCHEMA_PURGE_MAX_AGE_DAYS read out of the daily job callback
and into initComponents, so the feature's enable/disable state is
resolved once at boot and logged with a clear message. This also lets
us log the configured age at startup instead of only inside each
tick, and avoids rereading the config dictionary every 24h.

Add the variable to .env.default with a comment explaining what it
does and that leaving it empty (or <=0) disables the job.
