Wrapper function created for babelfish_get_enr_temp_table_attributes function  (#4770)

Created a new function babelfish_get_enr_temp_table_attributes_internal to be used in spt_tablecollations_view instead of using the function babelfish_get_enr_temp_table_attributes directly. This functions return only the required no. of columns

This is because the column attcacheoff being removed from Postgres 18 pg_attributes, so using the function babelfish_get_enr_temp_table_attributes inside the spt_tablecollations_view also leads to upgrade failures. Also 
views cannot return columns which are pseudo-types (anyarray, anyelement, record) and since attmissingval is a pseudo-type, view creation during upgrade fails.
