limbo: fix infinite rw-waiting on failed promote

In the end of successful election win box.ctl.promote() is waiting
until the instance becomes writable. But sometimes it won't make
sense even if the elections are won. Because during waiting the
instance might stop being the leader. Then the waiting should be
aborted.
