fix: replace drop_while with Enum.reject for nil-filtering in FollowUpsV2 (#173)

drop_while only removes leading nils; if incident_id is non-nil but
incident_mode is nil, the nil value would be passed through as a query
parameter. Enum.reject correctly filters all nil-valued pairs.
