cruft: update

- Update agent files (release, wiswa-sync) with rewrapped lines.
- Bump actions/setup-node from v6.3.0 to v6.4.0 in publish workflow.
- Add *.min.js to .prettierignore.
- Update CITATION.cff date-released to 2026-04-22.
- Adjust dependency version constraints in package.json (@eslint/js, cspell,
  eslint, jest, prettier, typescript-eslint, webpack); add engines field
  requiring Node >=20.
- Re-add baseUrl to tsconfig.json.
- Refresh yarn.lock.
