Downgrade ESLint 10 to 8, typescript-eslint 8.58 to 7.18, cspell 10
to 9, and jest 30 to 29 for engines compatibility. Rewrite
eslint.config.mjs to use tseslint.config() instead of ESLint 10's
defineConfig/globalIgnores API. Add engines field requiring Node
>=20.0. Add *.min.js to .prettierignore. Update CITATION.cff date
and agent markdown wrapping. Bump prettier to 3.8.3 and webpack to
5.106.2.
