feat: complete CRUD operations for actions, follow-ups, and incident types (#161)

Add patch/3 HTTP helper to support PATCH requests. Add create and update
operations to ActionsV2 and FollowUpsV2, and add create, update, and
destroy operations to IncidentTypesV1 to match the current API spec.
