test: add batch per-machine error acceptance test for offerings cache

Adds acceptance test verifying the full batch error handling pipeline:
BatchMachineErrorFunc → fake BatchMachineClientError response →
extractPerMachineErrors → per-machine HandlableError →
handleMachineBeginCreateError → offerings cache marks SKU unavailable.

Only runs under batch provision mode.
