* refactor: replace vendored IncidentIo.Query with Plug.Conn.Query

lib/incident_io/query.ex was a verbatim copy of Plug.Conn.Query from
Plug v1.16.0, acknowledged in its header comment. Plug is already
required to run Req.Test stubs, so promote it to a runtime dependency
and reference Plug.Conn.Query directly, eliminating ~200 lines of
vendored code that could drift from upstream.

* chore: ignore local coding agent configuration

* chore(build): bump dev versions of Elixir and Erlang/OTP
