chore: adopt breadboard v0.10.0 (#136)

- bump breadboard pin to v0.10.0 (scripts/fetch_breadboard.py)
- TA-165: bb_ntp replaces local sntp_init_time
- TA-166: bb_system_{get_reset_reason,reset_reason_str,is_abnormal_reset} replaces local log_reset_reason switch
- TA-167: bb_log_level_set for framework tag silencing; bb_log_tag_register for TM-owned tags (discoverable via GET /api/log/level); bb_log_register_routes added to mining routes
- TA-168: bb_mdns_build_hostname replaces local build_mdns_hostname
