ci: raise timeout for Iptables VPC NAT Gateway E2E to 45m (#6670)

The iptables-vpc-nat-gw conformance suite (which also runs all five
iptables-eip-qos ConformanceIt cases via bandwidth iperf checks)
consistently takes ~25-26m in successful runs, leaving only ~4m of
slack on the 30m timeout in build-x86-image.yaml. Minor GitHub runner
slowdowns push it over (e.g. run 24733377791 was cancelled at 30m13s
with all observed tests passing). The scheduled-e2e.yaml variant runs
the same make target with an even tighter 15m cap.

Raise both to 45m to match other e2e jobs in the same workflow.
