test: add regression test for Windows stat struct layout

Adds `iterate_tar_stat_fields`, which iterates `tests/fixtures/tree.tar`
and asserts that every entry's `stat.st_size` and `stat.st_mtime`
match the values actually recorded in the archive. A mis-aligned
`stat` layout on Windows would read these fields from the wrong
offsets and return garbage, so this test fails immediately if the
regression from #138 reappears.
