Laravel `13.x` Upgrade (#120)

* feat: upgrade laravel/framework to ^13.0

* refactor: replace VerifyCsrfToken with PreventRequestForgery

* chore: update cache, redis, and session prefix defaults to Laravel 13 format

* refactor: replace mews/purifier with stevebauman/purify

* docs: update Laravel version references from 12.x to 13.x

* chore: upgrade northwestern-sysdev/laravel-soa to ^12.0

v12 adds Laravel 13 support and adds session regeneration/invalidation
in the WebSSOAuthentication trait. Also bumps laracasts/cypress to 3.0.4
to pick up Laravel 13 support.

Annotates AutomaticallyOrderedScope with @implements Scope<Model> to
satisfy the newly-generic Scope interface in Laravel 13.

* chore: revert to mews/purifier, draft v2.0.0 changelog

mews/purifier 3.4.4 added Laravel 13 support, so the swap to
stevebauman/purify is no longer necessary. Reverts SupportTicket
to the CleanHtml cast and pins ^3.4.4.

Also adds a v2.0.0 changelog entry covering the Laravel 13 upgrade:
framework bump, VerifyCsrfToken → PreventRequestForgery, cache/redis/
session prefix format changes, laravel-soa ^12.0, cypress 3.0.4, and
the Scope<Model> annotation.
