refactor(python-keymaster): move CLI into dedicated keymaster_cli package

Splits the keymaster CLI out of keymaster_service into its own
python/keymaster_cli package, mirroring the split in packages/
(keymaster is the library, cli is a separate surface).

- python/keymaster_cli/src/keymaster_cli/cli.py: the 132-command CLI
- pyproject.toml defines 'keymaster' as the script entry point and
  depends on archon-keymaster and keymaster-service (for the gatekeeper
  client and wallet store)
- keymaster_service no longer registers the 'keymaster' script
- CI workflow now installs keymaster_cli and runs a smoke test that
  asserts the parser exposes 132 subcommands
