feat(python-keymaster): add Python CLI mirroring TypeScript keymaster CLI

Ports the full 132-command keymaster CLI from packages/keymaster/src/cli.ts
to Python. The CLI lives in keymaster_service (where the GatekeeperClient
and wallet stores already live) and is exposed as the 'keymaster' script
entry point.

Uses argparse (stdlib) with one subcommand per TS command, matching
command names, positional argument order, and output formats (JSON with
4-space indent, 'OK'/'Update failed' status strings, etc.).

Reads ARCHON_NODE_URL/ARCHON_GATEKEEPER_URL, ARCHON_WALLET_PATH,
ARCHON_WALLET_TYPE, ARCHON_PASSPHRASE and ARCHON_DEFAULT_REGISTRY
env vars to match the TS CLI contract.
