ci: add Python keymaster unit test workflow

Run the python/keymaster (140 tests) and python/keymaster_service
(18 tests) pytest suites on every PR. These were previously only
validated locally, which is how the ECDSA low-S signing bug slipped
past CI — the CLI Docker matrix surfaced it intermittently, but no
workflow ran the library unit tests directly.
