web-flowcontroller, handler, kv: LiveUpdateNADRef FG (#4064) This commit enables the LiveUpdateNADRef feature gate by default. As part of VEP 140 [1], this feature will be beta in kv 1.8 and GA in kv 1.9. The production code of this feature does not change between 1.8 and 1.9 and it uses the already existing mechanism of live migration. The change from a user POV is that without this feature, if they wish to update the NAD attached to the secondary network of a VM it would need a restart, and with this feature it would happen by live migration. So it would be reasonable to enable the FG permanently on HCO, allowing it to be used as a GA feature, even though it is protected by FG on 1.8.
