Swap:availability: fix handler signature (anon struct arg → route miss)

Tester reported 404 on Swap:availability in 0.3.19. Cause: the
handler signature was func(ctx, _ *struct{}) (any, error) which
apirouter's dispatcher didn't accept for a parameterless endpoint,
so the name failed to resolve at call time. Other zero-param
handlers in this codebase (infoOnboarding, infoFirstRun, …) all
use the plain func(ctx context.Context) (any, error) shape —
align to that.
