utils.portage: drop 2+ ebuild filter from get_highest_matches

The MIN_EBUILD_COUNT = 2 gate added under #374 silently dropped any
package that had fewer than two non-9999 ebuilds, turning
get_highest_matches into a no-op for single-ebuild overlays (the common
case for personal overlays). get_props then logged "No matches!" and
aborted without any signal that the filter was the cause.

Remove the MIN_EBUILD_COUNT constant and the version_counts bookkeeping
from get_highest_matches. Packages with a single non-9999 ebuild now
pass through and are checked against upstream, which is the tool's core
purpose.

Flip the two filter-specific portage tests to assert the new behaviour
and drop the unreleased "Only update ebuilds when a package has 2 or
more non-9999 versions" changelog bullet.
