Gate APB downstream signals with per-slave select (0.7.0b3)

Fix APB protocol violation where PENABLE was driven directly from
s_apb_PENABLE on every downstream master, regardless of that slave's
PSEL. All broadcast signals (PENABLE, PADDR, PWDATA, PSTRB, PPROT) are
now gated with the same (cpuif_wr_sel.X | cpuif_rd_sel.X) expression
used for PSEL, so unselected slaves never observe toggling inputs.

Extend APB3/APB4 smoke tests to assert PENABLE==0 and gated payload
signals read '0 on unselected masters during both setup and access
phases, and on invalid-address transfers.
