utils.versions: switch PyPI resolver to JSON API

Replace the RSS feed parser (beautifulsoup4 + lxml) with the PyPI
JSON API endpoint (/pypi/<package>/json). This drops two runtime
dependencies and gives access to per-release metadata such as
requires_python and per-file upload timestamps.

Add host parameter (default 'pypi.org') for querying private or
alternative registries, and python parameter for filtering releases
by requires_python compatibility. Thread both through the Jsonnet
native callback and the four utils.libsonnet wrapper functions.

Remove pragma-no-cover from get_latest_yarn_version and
get_pypi_latest_package_version; add tests to reach full coverage
on versions.py.
