feat: add ota_push component for HTTP firmware upload (#25)

- implements POST /api/ota/push endpoint for device firmware flashing via HTTP upload
- ports handler from TaipanMiner at ~175 LOC, adds pause/resume hooks and skip-check callback
- mirrors ota_pull component API: bb_ota_push_set_hooks(), bb_ota_push_set_skip_check_cb(), bb_ota_push_register_handler()
- validates project_name on first chunk before streaming writes, with bypassable check callback
- cooperative pause before esp_ota_begin, resume on success and all error paths
- 5 new host tests: callback registration, skip-check returns, pause/resume hooks
- 80 total tests pass, coverage maintained at 100%
