ci: adopt EasyBuild.ShipIt for releases (#766)

Replace dunamai + tag-based versioning with a ShipIt-driven release flow:

- .config/dotnet-tools.json pins easybuild.shipit as a local dotnet tool.
- CHANGELOG.md (renamed from changes.md) carries ShipIt YAML frontmatter,
  including a force_version bootstrap to 5.0.0-rc.1.
- scripts/shipit_bump_version.sh is a command-updater that translates the
  SemVer version ShipIt emits (e.g. 5.0.0-rc.1) into PEP 440 (5.0.0rc1)
  and writes it to pyproject.toml + reactivex/_version.py.
- .github/workflows/python-publish.yml rewritten as two jobs on push to
  master: shipit-pr opens the release PR; release publishes to PyPI once
  the "chore: release X.Y.Z" commit lands.
- .github/workflows/conventional-pr-title.yml enforces Conventional Commits
  on PR titles (feat, fix, chore, docs, style, refactor, perf, test, ci,
  build, revert).
- AGENTS.md documents the "do not hand-edit CHANGELOG.md" rule; CLAUDE.md
  reduced to a pointer to AGENTS.md.
- dunamai removed from pyproject.toml / uv.lock.
