* Fix Oracle DSN parsing without trailing slash

Handle Oracle descriptor URLs without path by skipping generic URL quoting in that specific case, and add regression tests for descriptor and standard Oracle URL parsing.

Keep fallback URL quoting for pathless Oracle URLs to preserve reserved-character handling in credentials, and decode NAME for Oracle pathless descriptors to avoid percent-encoded output. Add regression test for descriptor URL with unescaped # in password.
