test: add error-case tests and describe blocks to remaining modules

Lists, Webhooks, WorkspaceMembers, Comments, and Meta were missing both
describe block organisation and any non-2xx test coverage. Add a 404
(or 401 for Meta) error case to each module's primary read operation,
and wrap all tests in describe blocks for consistency with the rest of
the test suite.
