Swap:availability — feature-flag endpoint for UI gating

New cheap local-only endpoint UIs call once when the active
network changes to decide whether to render a "Swap" button.
No RPC — purely policy over registered providers + build-time
credentials.

Current build:
- Solana: available (Jupiter Ultra + dFlow, no keys needed)
- EVM: available=false, reason="missing_api_key" (1inch key
  ships empty; flips to available once OneInchAPIKey is
  populated)
- Bitcoin: available=false, reason="unsupported_chain"

Dart: SwapApi.availability() returns SwapAvailability
{available, chain, providers, reason}. Logic extracted into
a pure computeAvailability() so the per-chain rules have
table-driven unit tests without needing a temp env per case.
