feat(skills): add card/table view toggle for installed tab

Render a ViewToggle next to the search input on the Installed tab and
branch between GridCardsSkills and a new TableInstalledSkills based on
the ui.viewMode.skillsInstalled preference. Registry and Local Builds
tabs are intentionally unchanged.

The table mirrors every installed-card affordance: skill name with
reference subtitle when it differs, scope (User/Repo) with icon,
destination (client badges for user scope, project_root chip for repo
scope, both when applicable), status badge, and the Uninstall action
that opens DialogUninstallSkill. Extract SkillClientsBadges so the
+N overflow tooltip behaves identically in cards and rows, and lift
skillStatusVariantMap into its own module to keep card-skill.tsx
Fast-Refresh-friendly (react-refresh/only-export-components).
